Another debate concerning ethnicity, language and religion is heating up in Quebec, this time over selection criteria for children attending subsidized daycare based on ethnicity and religion. As Global’s Phil Carpenter reports, the practice is considered illegal but at least one constitutional lawyer believes there could be exceptions under the charter.
