The roll-out of the second year of Toronto’s vacant home tax program resulted in around 150,000 incorrect bills being mailed out and took weeks and numerous apologies to fix. The city is unveiling a revamped look at the program, which promises more communication, common sense approaches and simplified functions. Matthew Bingley reports.
