City council to vote on the potential for a Surrey Charter

Surrey City Council is set to vote September 9th on a motion that would potentially give it more control over areas currently under provincial jurisdiction, such as housing. But as Alissa Thibault reports, an expert says it might be a long-shot for the province to get on board with the idea of a Surrey Charter.
