In Quebec, police arrested a 20-year-old Pakistani citizen on Wednesday, apparently as he was about to cross into the U.S. They allege the man was planning a mass shooting at a Jewish centre in Brooklyn, on behalf of the so-called Islamic State. Here in Canada, RCMP insist the suspect was not an immediate threat prior to his arrest. But the case is once again raising serious questions about how an alleged ISIS sympathizer ended up in Canada.
