Could temporary shelters help solve homelessness?

As communities continue to struggle with homelessness and co-habitation, governments and local groups are trying to come up with new ways to address the problem. One possible solution being explored in Montreal is getting positive nod from some experts, but others caution it could prolong the problem. Global’s Phil Carpenter explains.
