Downtown Halifax traffic slowed down as part of Cogswell redevelopment

New changes on Barrington Street, which is part of the redevelopment of the Cogswell district, had traffic moving slower than usual. It’s led the municipality to ask for patience, and the transit union asking for a break. Zack Power reports.
