A new homeless shelter that has been at the centre of controversy in Whitby, is set to open gradually over the next couple of weeks. The low-barrier 45 bed shelter is intended to provide housing and services for those experiencing homelessness. Officials say it’s needed to meet the needs of the community, however local residents are not happy with the decision. Lexy Benedict reports.
