After years of facing down budget holes, the city of Toronto’s staff presented budget is proposing a 10.5 percent tax increase. But without a funding commitment to cover refugee and asylum seekers shelter space from the federal government, the tax increase could be as high as 16.5 percent. Matthew Bingley reports.
