Bail reform bill goes into effect targeting violent repeat offenders

After years of growing, public pressure and debate a string of reforms to the bail system are now in effect. As Emily Lazatin reports, those changes target repeat-violent offenders, putting the onus on them to demonstrate why they should be released from custody.
