The real issue behind Toronto’s frozen pipe problem

The city’s water department says it has received more than 2000 “no water” calls from residents in the past ten days, due to frozen pipes. That is ten times the normal number of calls for this time of year. The real problem: city crews can only thaw out about 15 to 20 lines per day.
