"In the end, if you look at the return this will pay in terms of improved transportation, economic activity and so on, I think it's going to be a good investment," John Tory said.

"You can't anticipate all of the things that are required in a heritage structure of this nature — it's huge — and you don't know when you open a wall what's behind it."
