Bell and Telus are concerned they will be shut out of wireless service on Toronto's transit system as Rogers Communications Inc. takes over exclusive rights of the network. 

The report, released by the Toronto Transit Commission (TTC) in April, suggests the number of total offences involving customers dropped from 136 in January to 111 in February.
