"Some sort of pepper spray foam was used, the man was subdued and then handcuffed," the user continued.

The ombudsman's report found the TTC's investigation into the alleged incident was not adequately "thorough, fair and transparent."

The teen, who can partially be seen on the ground surrounded by police and TTC staff, can be heard in the short video screaming, "I didn't do anything! You're hurting me! You're hurting me!"
