"I’ll never make up for what I lost," said an Ontario man who spent years at provincial mental health facility that ran therapeutic programs for years that amounted to torture.

Justice Paul Perell said three programs at the hospital that involved the forced administration of drugs, physical restraint and sleep deprivation, amounted to both physical and mental torture.
