Mayor Marg Isbester will keep her top spot on council, but will be forced to apologize for what council members called 'threatening behaviour' after Tuesday night's meeting.

A recommendation from an integrity commissioner investigation would have council reprimand the Mayor of Napanee for making threats and harassing behaviour.
