Investigators have struggled to find around 2,000 people wanted for testing, an effort complicated by public criticism of the clubgoers and concerns about discrimination against the LGBTQ community.

Known as contact tracing, the apps track those who the user comes in to contact with, commonly by monitoring a device's Bluetooth signal. Alberta is the first province to launch such an app.
