A kindergarten teacher has been arrested in eastern China after 23 students were sickened in a suspected act of deliberate poisoning, police said Tuesday.

The mother of a child who was poisoned by Christine Allen said she believes Allen will re-offend now that she's been released into the community. The child, now five years old, has permanent brain damage as a result of being given eye drops as a baby.

Authorities will be monitoring Christine Allen's actions closely, as she is "at an elevated risk to re-offend."
