One of the architects of the law that governs Canada's prison system says it's understandable people want revenge on killer and serial rapist Paul Bernardo.

Canada's carceral system has more legally innocent people behind bars than it does people who have been convicted of a crime, according to 2018-19 figures from Statistics Canada.
