The grand chief of Manitoba’s Southern Chiefs’ Organization says Indigenous people need to be at the forefront of reform efforts if any meaningful change is going to happen.

The proportion of Indigenous people in federal custody has hit a record high of more than 30 per cent while Indigenous women account for 42 per cent of the female prison population, correctional investigator Ivan Zinger said.
