A new plan aimed at reducing Calgary business taxes goes to council Monday morning but it will come at a big cost that Calgary's mayor says goes "too fast for marginal improvements."

"I think its immediate, meaningful impact. It will cut services, people will lose there jobs, its going to be difficult.  But we need to do it in these times right now and we also need the courage to do it and move forward," Ward 1 Councillor Ward Sutherland said.

"This is a terrible situation. We should have addressed this years ago."
