Air Canada, the country's largest carrier, also said it had recalled employees laid off during the COVID-19 pandemic and would hire additional workers. 

In a Dec. 29 memo, Air Canada instructed employees to classify flight cancellations caused by staff shortages as a ``safety'' problem, excluding travellers from compensation.
