Const. Shawn Alton identified Oscar Arfmann as the man driving the suspect vehicle he rammed with his police cruiser to stop it from fleeing the scene.

"I'm in a car. If he stops and pulls his gun out on me I'm going to run him over. It's just that simple," said the witness in a 911 call recorded on his dash cam.
