MONTREAL – The way Montreal’s municipal elections are organized leaves many scratching their heads.

In just one city, there are 19 different boroughs.

Residents elect a city mayor and a borough mayor, not to mention several district and/or city councillors, often choosing from dozens of possible candidates.

And this doesn’t even include the de-merged cities and municipalities on the rest of Island of Montreal, where there are 15 further municipalities, many on the West Island.
