Sheegl quits boards; city seeks legal opinions

WINNIPEG — The city’s former top manager, who resigned under a cloud last week, also gave up his positions on several boards as councillors prepared to kick him out of them.

Mayor Sam Katz read an email from former chief administrative officer Phil Sheegl at a city council meeting Wednesday that said he has resigned from four boards he sat on: BBB Stadium Inc., which operates Investors Group Field, the Convention Centre board of directors, the Civic Employees’ Benefits Program and the Winnipeg Police Pension Plan Board.

The decision wasn’t entirely Sheegl’s.

“I suggested it might be a wise and astute move to resign,” said Katz. “Mr. Sheegl slept on it and then he sent me an email this morning offering his resignation.”

Global News reported Tuesday that Sheegl was still on the boards despite having cut his ties with the city. Coun. John Orlikow said Sheegl should be removed immediately.

Katz read the email from Sheegl Wednesday after councillors Jeff Browaty and Scott Fielding submitted a motion calling for Sheegl’s board appointments to be rescinded.

Sheegl resigned as chief administrative officer under pressure earlier this month prior to the release of a scathing fire hall audit.

The former CAO shoulders much of the blame for a land swap deal and cost overruns of the fire hall replacement project.

City council voted Wednesday to have the audit sent to outside legal council to find out if there was any possible illegal activity by city administration.

The lawyers will also look at the potential legal and financial liability of the City of Winnipeg because Shindico was given information that was not provided to other developers when two request for proposals were issued.

“In my mind if I am competing to build fire halls and I am very concerned about that and I think that does open some legal liabilities to the city,” said St. Boniface Coun. Dan Vandal, who brought forward the motion.
