TORONTO- The complete Treasury Board memo, a portion of which was first obtained by Global News, shows a wider range of potential user fee hikes the government is looking at, including more money for drivers licenses.

Kathleen Wynne said the user fee memo just shows things the Liberals have decided not to enact, but the Finance Minister Jim Flaherty would not rule out bringing them in at a later date.
