On July 22, the Cobourg Police Service reported that Rodney Starke, 58, was missing and that there were “concerns for his well-being.”

At the time, police did not mention Starke’s criminal history, which includes a 17-year sentence he served for violent assault, forcible confinement, assault with a weapon and trafficking in a narcotic.

According to Today’s Northumberland, the sentence was Starke’s second after having previously been convicted of sexually assaulting and stabbing a woman.

A few days after the initial news release, Cobourg police reported that Correctional Service of Canada issued a Canada-wide warrant for Starke’s arrest after they determined he was in contravention of a 10-year long-term supervision order.

Police said the CSC informed them on Wednesday that Starke had been found and arrested and directed all inquiries about the arrest to the CSC.

Swift Current RCMP said Starke was arrested after an off-duty officer saw a vehicle with a Manitoba licence plate being driven erratically.

A check determined the vehicle had been reported stolen from a Winnipeg car dealership on Sept. 30, police said.

Mounties stop the vehicle just outside the southwestern Saskatchewan city and identified the driver as Starke.

Police said a search of the vehicle turned up two large knives, a black balaclava, zip ties, a forged social insurance card and a forged driver’s license.

Starke has been charged with possession of stolen property, illegal possession of government documents and identity theft.

He is scheduled to appear in Swift Current provincial court on Wednesday.
