A video, believed to have been taken near a violent attack in London, U.K., is quickly circulating on social media.

On Wednesday morning, two men attacked another man near a London military barracks.

ITV News obtained a video, which shows a man addressing the camera, his hands bloodied, carrying a machete and knife.

“I apologize that women had to witness this today,” said the man on camera. “But in our lands our women have to see the same.”

“You people will never be safe,” he continued. “Remove your government, they don’t care about you.”

The video shows witnesses on the street, surrounding an individual lying still on the ground.

During a press conference in Paris with French President Francois Hollande, British Prime Minister David Cameron said there are “strong indications” the attack was a terrorist incident. Cameron called the attack “the most appalling crime.”

Cameron said he would be returning from Paris tonight in order to attend an emergency meeting Thursday morning.

Officials in London said there would continue to be a police presence in the area of the attack overnight, for as long as it is necessary, adding however that residents should remain calm and “avoid any unnecessary speculation” about the nature of the crime.
