Police say Burrows is considered a high-risk to re-offend, with a significant risk of harm to the community, including children.

Burrows is required to report regularily to his probation officer and is also bound by conditions prohibiting him from having direct or indirect contact with children under 16 years of age, unless supervised by an adult, with several restrictions related to internet access.

LRPS say alerting residents of Burrows’ release is in the public interest, due to safety risk, while advising the intent is not for residents to take vigilante action.
