Dale Craig, a professional engineer, is providing an overview of the building process, from concept to completion.
Among his points: Maintenance is often ignored until problems occur.
The inquiry is looking into why the roof-top garage at the Algo Centre Mall collapsed last June, killing two women.
One of the key issues is maintenance – whether enough was done in light of persistent leaking.
A series of engineering reports over a decade urged remedial work to prevent water penetration and road-salt corrosion.
