Janice Lukes, Jeff Browaty booted from Brian Bowman’s EPC

WINNIPEG — A day after two Winnipeg councilors voted down a controversial growth fees plan, they have been taken out of Brian Bowman’s executive policy committee (EPC).

On Thursday, the mayor said councillors Janice Lukes and Jeff Browaty have been moved off the committee. Councillors Scott Gillingham and Cindy Gilroy will replace them.

The move comes after city councillors voted 10-6 to approve the growth fees plan Wednesday, despite mounting opposition. Councillors Jeff Browaty, Scott Gillingham, Janice Lukes, Jason Schreyer, Devi Sharma and Shawn Dobson voted against the plan.

Mayor Brian Bowman and Councillor John Orlikow, chair of the Planning, Property and Development Committee, have maintained that “growth does not pay for growth” and believe there should be a fee applied to new developments to help pay for new infrastructure.

The new EPC

  • Councillor Scott Gillingham (St. James-Brooklands-Weston): Chair of the Standing Committee on Finance.
  • Councillor Cindy Gilroy (Daniel McIntyre): Chair of the Standing Committee on Innovation.
  • Councillor Brian Mayes  (St. Vital): Chair of the Standing Committee on Water and Waste, Riverbank Management and the Environment.
  • Councillor Marty Morantz (Charleswood-Tuxedo-Whyte Ridge): Chair of the Standing Committee on Infrastructure Renewal and Public Works.
  • Councillor John Orlikow (River Heights-Fort Garry): Chair of the Standing Policy Committee on Property and Development, Heritage and Downtown Development.
  • Councillor Mike Pagtakhan (Point Douglas): Chair of the Standing Policy Committee on Protection, Community Services and Parks.

Browaty will replace Gillingham as Winnipeg’s Police Board Chair. Gillingham will also chair the finance committee.

Bowman also made Jenny Gerbasi deputy mayor and Matt Allard acting deputy.
