Multi-billion refinery proposed near Kitimat to process output of Northern Gateway pipeline

B.C. newspaper magnate David Black is proposing a $13 billion state-of-the-art refinery in Kitimat.

Black announced the project in Vancouver today. The refinery would process all of the output of the planned Enbridge Northern Gateway pipeline.

Black’s company, Kitimat Clean Ltd., has submitted an Environmental Assessment Application to build the refinery.

The operation would process up to 550,000 barrels per day of dilbit, which is made up of condensate diluent and Alberta oil sands bitumen.

The refinery would output 240,000 barrels of diesel, 100,000 barrels of gasoline and 50,000 barrels of aviation fuel daily.

6,000 construction jobs are expected to be created by the project, along with 3,000 full-time permanent jobs.

The plant will be located at the 3,000 hectare Dubose location which is 25 km north of Kitimat and 25 km south of Terrace.

According to a press release, the proponents have not yet had discussions with the Haisla and Kitselas First Nations. The location of the proposed plant is within their traditional territory.

If approved, construction would begin in 2014 and complete in 2020.
