The driver in the damaged car was not injured.
The roads surrounding the area have been closed while Toronto Police investigate.
The city of Toronto began emergency repairs on the Gardiner in May after several separate incidents where concrete fell onto the road below.
In a report issued to City Council in May, Peter Crockett, Executive Director of Technical Services for the city of Toronto, said the expressway was structurally sound.
The loose concrete, according to the report, is caused by salt and water corroding the steel which reinforces the concrete.
