The Parole Board of Canada turned down Bromby’s request to live in a halfway house after a parole hearing in Winnipeg, saying he still has anger issues with women.

During testimony at the hearing, Bromby finally admitted that Tara was not his girlfriend, as he had claimed in the past. He said he broke into the Manning’s house through the back door and became aroused after seeing 15-year-old Tara come out of the bathroom, said Tara’s father, Michael Manning, who attended the hearing in Winnipeg.

Bromby, who was 17 at the time, raped her in her bedroom and then stabbed her 51 times. He said he stabbed her repeatedly because he didn’t want the police to find out what he had done.

When asked why he stabbed her 51 times, Bromby replied: “I wanted to make sure she was dead,” according to Michael Manning.

Bromby is serving a life sentence, but has been eligible for parole after 10 years because he was tried in adult court as a minor. He was also denied parole in 2007.

Bromby had been a casual acquaintance of Tara’s brother and had visited the house on a few occasions before the murder. However, Tara’s brother had kicked him out one day after finding Bromby snooping around his bedroom.

The parole board officials told Bromby that he still had anger management issues with women, Michael Manning said.

Bromby, who is now 34, acknowledged this and said he had been abandoned as an infant, had been abandoned by the woman who had adopted him and was jealous that his friends had girlfriends.

Bromby said he had visited a strip club before breaking into the Manning house in Dorval.

Michael Manning said he was thrilled with the parole board’s decision to keep Bromby behind bars.

“I feel wonderful about it,” he said in a telephone interview after the decision.

“That’s why I came out here. I wanted to make sure they asked the right questions and they did.”

Manning said the parole board members said Bromby couldn’t be trusted to be given day parole. Bromby has admitted to raping four other women at knifepoint.
