The vote failed to get approval from Victoria over concerns of city ownership and regional debt financing.
The city says it will work with the province on trying to find a solution.
The new arena would have replaced the 77 year Civic Arena as an ice sheet.
Another referendum on up $70 million in water projects is still going ahead.
