Stuart says the plane with 18 passengers and three crew members returned to Toronto and landed without incident just before 8 a.m.

The passengers were put on another flight to Baltimore.

Emergency measures were deployed as a precaution after the crew of the DASH-8 reported the problem.

Stuart says mechanical crews are trying to determine what caused the problem.
