Manitoba government to table fiscal update, not full budget

WINNIPEG — Manitoba’s NDP government plans to table a fiscal update, rather than a full budget, on March 8 before launching an election campaign.

Premier Greg Selinger says the document will outline the government’s spending plans and priorities in advance of the April 19 provincial election.

Unlike a full budget, a fiscal update does not require eight days of debate in the legislature or the passage of any omnibus bills.

Selinger says that will free up time to pass other legislation left over from the fall sitting, including bills on domestic violence and smaller class sizes.

He has all but confirmed that a key plank in the fiscal update will be a surtax on high-income earners, similar to one recently introduced in Alberta.

The premier says the government has been “seriously looking” at the issue, and has not decided yet on details such as what income level it would apply to.
