Budget freeze, ‘carding’ on the agenda as Toronto police board meets

TORONTO – A proposed budget freeze and improper ‘carding’ practices are just some of the items up for discussion as the Toronto Police Services Board meets this afternoon.

The civilian agency that oversees Canada’s largest police force will examine changes to the proposed 2015 operating budget with recommendations from Chief Bill Blair on a budget freeze and a slash in the number of uniformed positions by 43.

However, Blair is also proposing an increase in its civilian positions by 56.

Furthermore, the board will look at The Community Assessment of Police Practices survey which suggests police officers in the Jane and Finch area are ignoring new “carding” practices which were approved earlier this year.

Dishonesty and unfair practices were mentioned as factors for the high level of mistrust with police.

But according to board chair Dr. Alok Mukherjee, officers are still carding in part because they haven’t received procedures on what else to do.

Mukherjee did mention that the policies should be implemented within a “reasonable” time frame.
