Mother of beheading victim closes foundation, bank account

WINNIPEG — The mother of a Winnipeg man who was beheaded in 2008 says she’s shifting her focus when it comes to fighting for tougher sanctions against those found not criminally responsible for crimes.

Carol de Delley has closed the de Delley Foundation for Life and the bank account associated with it.

The account accepted donations for Tim’s Law, which called for tougher sanctions against criminal offenders with mental illnesses, but donations had stopped arriving, and it was costing her money to keep the account open.

Vince Li was found not criminally responsible due to mental illness after he beheaded de Delley’s son, Timothy McLean, on a Greyhound bus near Portage la Prairie.

An online petition calling for minimum sentences for those found not criminally responsible for murder due to a mental disorder was started five years ago, but only 1,200 people signed it.

De Delley said the petition wasn’t as effective as she’d hoped, but she is still encouraging people to sign.

De Delley is working with Wilma Derksen, whose daughter Candace was tied up and left to freeze to death in 1984, to help open Candace House, a safe house for victims of crime.

Li is scheduled for a review board hearing next month.
