During her first joint press conference with Ontario Premier Doug Ford on Monday, Toronto Mayor Olivia Chow addressed a full-page newspaper ad which recently dubbed Toronto “a city in decline.” Though Chow spoke on the concerns of safety, affordability and public transit, she said she “rejects the premise that we are in serious decline.”
