In debating the City of Peterborough’s 2024 draft budget guidelines, city councillors have instructed staff to aim for a 4.5 – 5.5 per cent all-inclusive tax increase for homeowners. However, some argue the municipality should strive to lower the guideline amid an increasingly struggling tax base.
