Remembering the largest blackout in North America, 20 years later

Twenty years ago, Torontonians experienced the largest blackout in North American history, stretching down into the states. As Catherine McDonald reports, those who oversee Ontario’s power grid say industry standards are now enforceable, something we didn’t have in 2003.
