Toronto staff will be reviewing processes, including communications, following a long delay in reopening two of the busies routes in the city. The Gardiner Expressway and DVP were supposed to reopen at 4 p.m. after a charity event, but a delay in removing safety equipment left many stuck in gridlock. Matthew Bingley reports.
