The federal sport minister has announced a slate of reforms to improve the country’s sports culture and make it safer, after hearing from many elite Canadian athletes about the maltreatment and abuse they faced while playing. But as Catherine Urquhart reports, athletes and critics say the measures alone don’t do enough to address the issue.
