The Legault government spent much of the day Thursday delivering emotional apologies to the population for breaking a major campaign promise. The Coalition Avenir Québec had pledged to build an underwater tunnel linking Quebec City and Lévis, a long awaited new option that all commuters would have been able to use. But as Global’s Dan Spector reports, there’s been a big change of plans.
