Toronto police deputy chief Rob Johnson said 87 handguns covered in bubble wrap and then wrapped in holiday paper were stuffed into suitcases in the back of a vehicle in Chicago driven by an Arizona resident and were destined for Canada. As part of Project Moneypenny, several Ontario and U.S. law enforcement agencies seized 173 guns and charged 42 people.
