There has been a shift in tone with Edmonton city councillors since the first day of budget deliberations: the process has been a long and grueling one. The expected tax increase, initially pegged at 3.9 per cent every year for four years, is now up to five per cent. As Sarah Komadina explain, Thursday was supposed to be a break but with so many items still on the table, councillors had to carry on.
