Edmonton city council meets on break day to continue gruelling budget deliberations

There has been a shift in tone with Edmonton city councillors since the first day of budget deliberations: the process has been a long and grueling one. The expected tax increase, initially pegged at 3.9 per cent every year for four years, is now up to five per cent.
