COP15: Quebec signs agreement with California

As some of the world’s top environmental minds continue to gather at the United Nations COP15 conference at Montreal’s Palais des congrès, local officials continue to make deals there. As Global’s Dan Spector reports, Quebec signed an agreement with California on Tuesday to protect biodiversity.
