U.S. Ambassador Linda Carty said Tuesday during a meeting of the United Nations Security Council (UNSC) that Russian President Vladimir Putin has “no genuine interest in negotiation or a meaningful diplomacy” to bring about an end to Moscow’s war in Ukraine. Carty said Russia was trying to “break Ukraine’s will to fight by bombing and freezing its civilians into submission.”
