Prime Minister Justin Trudeau told the Public Order Emergencies Commission on Friday that using the Emergencies Act in response to the weeks-long “Freedom Convoy” protests was in the “back of our minds” from the beginning. But he added that due to how the protests developed, invoking it was “seriously” weighed later.
