Asked about the ramifications coming from using the notwithstanding clause to impose a contract on education workers, Education Minister Stephen Lecce on Thursday said there had been “extraordinary difficulty” on children due to the COVID-19 pandemic and education strikes, such as actions taken before the pandemic. He added “most parents would accept the premise; this is an unprecedented challenge on children.”
